NHS England developed the , in response to recommendations made by Tom Kark KC in his 2019 review of the FPPT (the Kark Review).

About the FPPT framework

The framework is designed to assess an individual’s ability to effectively carry out their duties as a board member. The framework will be fair and proportionate and has been developed with the aim of avoiding unnecessary bureaucratic burden on the NHS organisation.

Ensuring high standards of leadership within the NHS is crucial and the framework will help board members build a portfolio to support them and provide assurance that they are fit and competent, while board members Directors who are manifestly unfit will be prevented from moving between NHS organisations.

The FPPT applies to executive and non-executive directors of integrated care boards, NHS trusts and foundations, NHS England and the Care Quality Commission – interim and permanent appointments.
