Where Topeka food inspectors found bedbugs, moldy icing and plumbing problems

With reports of bed bugs, moldy icing, puddles and other violations, Kansas Food Safety and Lodging inspectors reported six local establishments out of compliance with state law during October inspections.

Kansas law delegates to the Kansas Department of Agriculture the authority to regulate food establishments, food processing plants and accommodation establishments. Violations, including priority violations related to the causes of foodborne illness, can result in a variety of consequences, including immediate closure of an establishment.

Kansas Department of Agriculture Records show that while most of the 103 Topeka-area service establishments inspected in October passed without any or serious violations, several failed. Most inspections were routine, but inspectors also visited after complaints, to obtain permits, follow-ups and for other reasons.

The following establishments were listed as non-compliant with state law after inspections in October.

A routine inspection on Oct. 21 found two violations.

There was a can of spoiled Roma tomatoes in the produce section at the back of the store. There were also more than 50 “little winged insects” inside crates or tomatoes, as well as flying and landing on other crates of produce.

The establishment returned to compliance after a follow-up on November 1st.

An inspection of the complaints on October 18 found three violations.

The fried steak machine equipment had accumulated food residue on a plastic insert, and the machine was “covered in potatoes (residue).” A hand washing sink had no soap in it. The back warehouse contained two bags of soda syrup that had leaked “onto the floor and the syrup congealed into a hardened skin on the surface.”

The establishment returned to compliance after a follow-up on October 21.

An inspection of the complaints on October 12 revealed a violation, as did a follow-up on October 25. There was a plumbing problem with a three compartment sink where water was coming out of a valve and not the faucet.

The establishment returned to compliance after a follow-up on November 1st.

An Oct. 10 reopening inspection found two violations.

The smoke detector in the hearing impaired room did not have a flashing strobe.

Two rooms had traces of bedbugs. Room 205 had feces in several places on the box springs as well as a live bed bug. Room 309 had feces on the box springs, boxes and dead bed bugs on the box springs. Both bedrooms “were intentionally boarded up due to a bedbug infestation.”

A new reopening inspection was not immediately planned.

A routine inspection on Oct. 1 found three violations.

In a sewage treatment problem, there were approximately two inches of puddles on the floor near a hot water tank and grill in a back room where dry food products are stored and where the toilets are. The source of the puddle was unknown. The hot water in the toilet sink was not hot enough. The back-dry storage area also contained trash.

The establishment returned to compliance after a follow-up on October 17.

A routine inspection on Oct. 1 found five violations.

In a cold room, raw shell eggs were stored directly on icing, filling containers and packaged jellies. There was also “a piping bag filled with icing opened with mold on the tip.”

A kitchen worker dipped pastries in sugar with her bare hands. There were three small cockroaches crawling on the kitchen floor and a large cockroach under a sink. There were no hand towels in a sink to wash your hands.

The establishment returned to compliance after a follow-up on October 17.
