561 Predator Catcher 3 sting operation nets for attempting to encounter minors in Delray Beach

In three separate sting operations conducted by the Delray Beach Police Department in November, three men were arrested for attempting to meet minors for sexual activity. The operations were initiated by Dustin Lampros, local MMA fighterwho runs a social media group called “561 Predator Catchers”, a group aimed at protecting children from online predators.

The Delray Beach Police Department (DBPD) said the arrests occurred within a span of five days, each at the Walgreens located at 4999 W Atlantic Avenue. The arrests included a vacationing Canadian, a 23-year-old from Loxahatchee and a Palm Beach State College security guard – who was still in uniform when he was arrested.

Three arrests

The first arrest took place on November 8. François Levasseur, 62, was arrested at Walgreens. According to the probable cause affidavit, Levasseur, who was vacationing in Florida and owns a condo in Boynton Beach, had sent a message online to Lampros, who posed as a 14-year-old boy. Levasseur allegedly admitted to using the Grindr app and text messages to arrange the meeting, during which he intended to engage in sexual activity. Upon arrival, Levasseur was confronted by Lampros and then arrested by police shortly after.

Two days later, on November 10, the second arrest took place. The suspect – Samuel De Santiago, 23, of Loxahatchee – was arrested at the same location. Police say De Santiago was communicating with someone he thought was a 13-year-old boy, but it was actually Lampros. DBPD said De Santiago arrived at the Walgreens in a black 2020 Honda sedan and told police he planned to engage in sexual activity with the minor. De Santiago admitted to using his phone to communicate with the decoy and brought condoms and lube to the meeting, according to the affidavit.

The most recent arrest took place on November 13. Police said Daniel Scott Winfield, a Palm Beach State College security guard, was arrested at the same Walgreens. Winfield communicated with Lampros, who he believed to be a 14-year-old boy, via the Grindr app and text messages. He arrived at the scene in his full security uniform, expecting to meet the minor for sexual activity, according to police. It was confirmed that Winfield’s phone, which he used to communicate with the decoy, was in his possession during the arrest.

According to each probable cause report, all three men had explicit conversations with the decoys, acknowledging the minors’ ages and expressing their intent to engage in sexual acts. The evidence included text messages and communications via apps which were examined by police.

The men were each arrested and incarcerated for the following reasons:

  • François Levasseur, 62: Traveling to meet a minor for illegal sexual activity and illegal use of a two-way communication device to facilitate a crime.
  • Samuel DeSantiago23: Traveling to meet a minor for illegal sexual activity and illegal use of a two-way communication device to facilitate a crime.
  • Daniel Scott Winfield59: Traveling to meet a minor for illegal sexual activity and illegal use of a two-way communication device to facilitate a crime.

Lampros has been involved in several high-profile cases, including the arrest of a 70 year old man in July who traveled from Broward County to meet a minor at a Walmart in Delray Beach.
