SCOTTSVILLE, Va. — Usually, when you start a story by saying “once upon a time,” you’re usually referring to something that happened a long time ago and no longer happens.

This is not the case as in 1775 the very first James River Batteau launched and transported goods and people with a unique ability to travel up and down the river. Now the batteau is back for the annual festival.
