In a historic move to protect couples entering into inter-caste and inter-faith marriages, the Maharashtra government has unveiled an initiative called ‘Safe Homes’. The program will reserve rooms in government guest houses for these couples, ensuring their safety from societal resistance or threats. The initiative is part of a revised standard operating procedure (SOP) issued by the state government, which also includes a state-level helpline, 112, to provide immediate support to these couples.

The Supreme Court, responding to petitions regarding the vulnerabilities faced by inter-caste and inter-religious couples, has ordered states to implement protective measures. Following a related petition in the Bombay High Court, the Maharashtra Home Ministry has revised its SOPs to include concrete safeguards. The updated SOP introduces various measures to provide safety and support to couples whose marriages may face opposition due to societal biases.

As per the revised SOP, district collectors will reserve a room in government guest houses in each district specifically for couples in need of safe accommodation. In cases where guest rooms are not available, vacant government residences in the district will be allocated. If no government option is feasible, private accommodation will be rented, with the Department of Social Justice and Special Assistance covering the costs. This provision ensures that couples can find immediate shelter without financial burden or risk to their safety.

In addition to the safe homes, a 24/7 national helpline, 112, has been set up. Couples can use this helpline to report safety concerns or harassment and seek information about available facilities. To ensure sensitive handling of these cases, helpline managers will receive specialized training to maintain confidentiality and provide rapid assistance.

To enhance the effectiveness of these measures, the SOP prescribes the establishment of a special unit in each district, headed by either the Commissioner of Police or the Commissioner of Police. These units will monitor threats, prevent harassment and ensure the safety of inter-caste and inter-religious couples. Additionally, details about these units will be available on the police department’s official website, making the information accessible to everyone. The Director General of Police has also been tasked with overseeing the implementation of these measures and submitting regular progress reports to the government to ensure accountability.

The announcement of “Safe Homes” and the revised SOP mark an important step towards promoting social harmony and safeguarding individual rights. Inter-caste and inter-religious marriages often face societal hostility, putting couples at risk of violence or discrimination. By providing both physical protection and access to resources, the government demonstrates its commitment to respecting constitutional freedoms and encouraging inclusion.

For many couples, especially those who challenge traditional norms, the availability of safe housing and immediate support is a crucial step in empowering them to live with dignity. In such a scenario, Maharashtra’s decision serves as a model of progressive governance.
