Kuwait Higher Education Clarifies Freezing of Study Abroad Missions

KUWAIT CITY, Dec 23: Kuwait’s Ministry of Higher Education on Monday announced the specific circumstances under which students are allowed to freeze their study assignments abroad. Key points from the announcement include:
Freezes before the mission: Students cannot freeze their scholarships before the start of the mission. A deferral of up to one academic year is authorized if:
a) The student fails to obtain a travel visa.
b) Health reasons, supported by an approved medical report.
c) Other reasons deemed acceptable by the ministry.

Freezes after the mission: scholarships may be frozen following recommendation from the Cultural Office and approval from the ministry in cases such as:
Imperative circumstances force the student to leave the place of study.
Failure to obtain acceptance to a recommended university for reasons beyond the student’s control.
Refusal of the university to authorize the repetition of a failed year, with a maximum freeze of one year or two semesters.

University suspension for failure, allowing the student to take final exams only.
Academic Performance Freezes: After receiving three consecutive warnings or four separate warnings, with one academic year remaining before graduation. Exhausting continuation possibilities in the annual system due to failure, with one academic year remaining. Decreased GPA resulting in suspension from college until acceptance to another recommended college is achieved. Freezes limited in time: upon expiration of the legal grant period and exhaustion of the extension period, unless a new extension is approved by the ministry. The ministry stressed that these policies aim to provide clear guidelines for scholarship students while maintaining academic standards and efficient use of resources.
